VPN not working in Kazakhstan? Here is what to check

Kazakh operators run traffic filtering that recognises and drops the default VPN protocols — OpenVPN, WireGuard and PPTP go first. The fixes are to switch your app to an obfuscated / traffic-masking transport (VLESS, Shadowsocks, XTLS) on port 443, change server, and get a fresh IP. Problems are usually worse on mobile data than on home broadband.

The fix list

  1. Switch the protocol. Change from automatic / OpenVPN / WireGuard to an obfuscated transport — VLESS, Shadowsocks, XTLS, or your app's "stealth" mode. These make the connection look like ordinary HTTPS. Plain OpenVPN, WireGuard and PPTP are the first to be filtered.
  2. Use port 443. It is the normal HTTPS port, so it is hard to filter without breaking the web.
  3. Get a fresh IP. Airplane mode for 10–15 seconds, then off. On fixed broadband, reconnect the line.
  4. Check your APN (mobile). A wrong access point can break data entirely. On Tele2 the APN is name: Tele2, APN: internet.tele2.kz.
  5. Change server. A busy or blocked server IP is common. Pick a different, less-used location.
  6. Change DNS. 1.1.1.1 or 8.8.8.8 fixes the "connected, no internet" case.
  7. Update the app. Outdated builds and certificates fail silently.

What Kazakh networks do

Operators use deep packet inspection to recognise VPN protocol signatures and block them. Separately, Kazakhstan has repeatedly tried to have users install a government "security certificate" that would let networks inspect HTTPS traffic (episodes in 2019, 2020 and 2023), and has thrown hard restrictions on the internet during unrest — most severely the near-total shutdown in January 2022. VPN protocols and services have been blocked during those windows.
