VPN for Kazakhstan

Using a VPN is legal in Kazakhstan, but operators filter the default protocols and the state has, at times, pushed HTTPS interception and cut internet access during unrest. Operators use deep packet inspection to recognise a VPN handshake and drop it — explained in how ISPs block VPNs. The recurring advice in Kazakh forums, and in Google's own result summaries, is to switch to a traffic-masking transport — VLESS, Shadowsocks or XTLS — that looks like ordinary HTTPS. Is a VPN legal in Kazakhstan?
Yes for individuals, and VPNs are common. The state has blocked VPN protocols and services during unrest, and using a VPN for something otherwise illegal is still illegal.
Which VPN is best for Kazakhstan?

What was the "security certificate" about?
On several occasions Kazakhstan asked users to install a government root certificate that would let networks decrypt and inspect HTTPS traffic.
